Politicization of Security Institutions: ​

The National Intelligence Service (NIS), Kenya Defence Forces (KDF), and national police were repeatedly accused of acting in partisan interest, particularly through covert involvement in voter registration manipulation and suppression in opposition strongholds.

Undermining Legal Frameworks:​​

Controversial amendments to electoral laws, including the introduction of a manual results transmission system as a backup to the KIEMS electronic system, raised fears of institutional regression and potential election rigging under the guise of technical reliability.

Gaps in Biometric Voter Registration (BVR):​

The BVR process lacked national uniformity. There were clear disparities in kit distribution and mobilization efforts, with opposition areas suffering from poor access, which risked disenfranchising significant portions of the electorate.
